Please feel free to download Monarch and use it for any none commercial activity. Monarch is a UCI engine and works with most of the popular chess interfaces (see links page). I personally prefer the Shredder Classic interface but Arena, which is free, is also excellent!
If you are pitting Monarch against other engines in a tournament I would request that, if possible, you used an appropriate GUI book, since Monarch does not yet have its own opening book - it's on the to-do list.
